Akira Toriyama was the character designer for every Dragon Quest game. He passed away on March 1st, 2024. If, for Dragon Quest 13, the character designs resemble or mimic the character design style of Akira Toriyama, this market will resolve YES. If they go in a new direction, this market will resolve NO.
I'm aware that this is going to be pretty subjective. For an idea as to what I would count as a YES resolution, Toyotarou's character designs for Dragon Ball Super (e.g. Granolah) would be the kind of thing that would be close enough to count.
