When the Chinese K visa is available, would I be able to live and work in China on it right out of the box?

I have a Master's degree in Physics from the University of Oxford, am 27 years old, and have 3 years of experience as a software engineer. I don't speak Chinese or have a job offer from a Chinese institution.
Resolves YES if, on creation, I meet the criteria for a Chinese K visa and a K visa allows one to live and work in China, and NO otherwise.

@Tetraspace If you try and apply for it as an option when applying for a Chinese visa, it exists, but it doesn't show the criteria for it yet there.
