Peer pressure has been instituted to try to get them to start an ice cream truck.
Question will resolve as YES if, through their own messaging or reports from others, they have an operational ice cream truck and are selling ice cream on an active basis.
Please define "active basis" slightly more strictly. I have no problem trusting your judgement on this inherently fuzzy definition, but we should rule out a few obvious questions:
Does it count if it's a one-off event, say, at a concert or something?
Does it count if they make a single "tour" of an area, larger than a single event, but only for a limited time and space, with a plan to stop?
Does it count if they start in January of 2024 but stop before July?

They have to be delivering ice cream with a plan to continue doing it.
As long as they start selling with a schedule, either daily, weekly or specific dates and meet the dates scheduled within reason (skipped dates due to issues but continuing after a missed date would be fine).
If they start before 7/15 with a schedule to continue for the summer will resolve yes if they are active up to 7/15 regardless of what happens later.
