What's a real democracy?

@Ernie Clarifying this would be helpful. I'd recommend setting either Freedom House's "electoral democracies" designation or The Economist Democracy Index's Flawed/Full Democracy rating as the basis for resolution.

Also, you should probably clarify what happens if there's a tie between multiple countries.
