The Dolphins picked up Tua's 5th year option last year, meaning he is signed to play for the Dolphins for the 24-25 season (but no seasons after). Often teams will restructure the 5th year to maintain cap flexibility (the 5th year option is generally under market value so teams often want to spread that excess market value over multiple years, either by pushing back the salary to be able to go "all-in" more that season, or conversely (and less often) paying more the 5th year so future years can maintain the cap advantage. The quarterback also isn't playing that next year as a lame duck able to go into unrestricted free agency. The downside, of course, is that the restructure/extension commits yourself to that player for the time frame.
Joe Burrow, and Justin Herbert have already been extended agree to 4 year restructures/extensions from Tua's draft class.
Lamar Jackson faced a similar situation in the offseason last year (Josh Allen, alternatively had already be extended/restructured the offseason before), before eventually getting an extension from the Ravens.
Will Tua get an extension/restructure past the 2024/25 season from the Dolphins before the first game of next years regular season?
A trade and restructure from another team will result in NO.
