What exactly does "outcome of this market is no" mean?

@logaems I think they mean that if more people vote “no” than “yes” then “the outcome of this market is no”.

Essentially, whichever side has the fewest votes wins. If more people vote “no” than “yes” then “the outcome of this market is no” and therefore “yes” wins. If more people vote “yes” than “no” then “the outcome of this market is NOT no” and so “no” wins.
