Not sure if it's an actual phenomenon but i've been following hurricane season the last couple years and the forecasted categories are almost always lower than what the hurricane ends up as. I can't remember a hurricane that was forecast as being strong and yet ended up weaker. Is it some kind of placebo or are the forecasts meant to be the lower end of the storm?

How is this not at 95%?

What am I missing? NOAA forecasts show at least CAT-3, don't they?

Nope. Not that im aware of, I looked up Many sources by the hour to make sure this is accurate as possible. Is shows at CAT-1 ATM.

Edit: after reviewing, yes forecasts do show a tremendous increase
