What if changes are split into multiple separate changes with the same net effect?

@PatMyron then it would count as a major change, even if it's done over several modifications over several years.

So, given retirement age is 67 and life expectancy for people that age is 17 years, would a new healthcare program that led to a 5 year gain in life expectancy among the elderly count?
