FRA is still bidding to keep the lab in its hands, but it has competition. Which organization will ultimately win the bid?

If the bid is canceled, this resolves to FRA by default, since they will continue to operate it in that case. The exception to this is if the bid is canceled because the DoE chose a different organization to run it outside of the bidding process.

Don't read anything into the close date of this market. I don't know when the bidding will be finalized.
