Biden won Georgia in 2020 but lost North Carolina. The same thing happened in the 2022 Senate races. Because of this, Georgia is generally thought to be bluer than North Carolina. However, the Silver Bulletin model gives Harris a slightly better chance of winning North Carolina than Georgia and also has a more Democratic polling average (although Trump is still predicted to win both states).
This market resolves YES if the Democratic vote margin in North Carolina (that is, the proportion of the Democratic vote minus the proportion of the Republican vote) is higher than that in Georgia (meaning less negative if Harris loses both).
