Resolve means what the claim pays out? So, if claim writer resolves it at PROB=97% that is close enough perhaps? or it could be resolved at 0% which would then be correct as the resolve % indicates no it did not end with a 7.

Alternatively perhaps claim writer meant the % chance at close of trading rather than "resolves at"?

Why would anyone bet without knowing what this means?
