Will Google Cloud announce a permanant shutdown or deprecated without a replacement between now and the end of 2025?
There are lots of parts to Google Cloud - I will consider the Google Cloud Compute Engine VM's to be the core product in case of a partial shutdown. If the product is renamed or deprecated with a functionally very similar replacement, that does not count as shutdown.

If Google the company goes bankrupt or closes, and service ends, that would count as a shutdown.
If the google cloud division is sold to another company, but substantially similar service is maintained with no user action needed, it would not count as a shutdown.
If the userbase is sold (ie. as a mailing list), but users need to proactively migrate their data to another cloud, it would count as a shutdown.
