@RobertCousineau Seems less impactful than other countries, but the bigger point is that that's all pretty much done - the project's been approved. I'd guess that that sort of regulatory approval is why it didn't get built 10 years ago.
While they haven't started building the bridge itself, they have started preparatory earthworks, so I'd be surprised if they didn't start main construction this year. You might be right that 99% is too high, though.
