Resolves YES if the upcoming flight of Starship (IFT-5) successfully conducts a burn that demonstrates deorbit capability
Resolves NO if no deorbit burn is planned, or if one is planned but not conducted successfully
Would also resolve YES in the unlikely event Starship is orbital and successfully conducts an actual deorbit burn
