Resolves YES if users with the basic paid plan (currently $20/m) have access to Fable 5, even temporarily, without paying for additional Fable usage or some other structure, at the same time Fable usage returns generally. If some organizations get access to Fable first, you have to be a verified US citizen in some way to get Fable access, or there's a bit of a rollout, those aren't enough to resolve NO. What would make it resolve NO is if ordinary users can only access Fable through some different payment structure.
