HF161 / SF1422 would authorize cities to create land-value taxation districts. These bills were introduced in the 2025 session and could carry over to the 2026 session (both part of the 94th legislature).

This question will be judged yes if this legislation or other legislation that authorizes cities to pursue land-value taxation becomes Minnesota law by the end of 2026.

A similar bill HF1342 in 2023-2024 did not move.
