@egroj Oof, great question. I am going to provisionally say "yes" becasue the question itself is clearly about relegation. In the description it does say "finish at the bottom ... and be be relegated", but I think the relegation element is clearly stronger. Also, if Man City does get penalised with relegation, I think it's quite likely that the official table would actually show them at the bottom, as you see with Juventus when they were punished with relegation https://en.wikipedia.org/wiki/2005%E2%80%9306_Serie_A. So unless I say otherwise, assume that this would count. But if anyone has arguments to the contrary, please post them here.
