This market resolves YES if on Dec 31st 2024 if I still think that the wifi network in French high-speed trains works so bad that it would have been better just not to do anything and save some money, time and trouble.

Note : this is mostly about the quality of the connexion and not on the usefullness a good connexion would have. So for example if by any miracle the connexion all of a sudden starts working really well, this would resolve NO even if I think having an internet connexion in trains is not something that makes the world better.

Ironically, I'm making this market from the inside of a train, using my phone as a hotspot because guess what ? The connexion is cr*p and if resolution was due today I would definitely resolve YES.

Since this solely resolves to my opinion, I will not bet on this markets. I may provide updates or indicate directions in comments.
