Question. Which company will be attributed the single AI datacenter campus with the highest commissioned IT power on 31 December 2027?

Campus unit

A campus is one entry in Epoch AI's AI Data Centers dataset; Epoch's definition governs (one or more buildings near each other, rule of thumb under 10 km, sharing a hardware owner or facility operator). Two exceptions:

• Merge entries Epoch splits across one physical campus under the same attributed company, where within 5 km (e.g. QTS Richmond 1/2/3).

• Do not merge entries on one parcel attributed to different companies (e.g. Abilene, where the Stargate and Crusoe expansion entries share land and power infrastructure). Shared substations do not merge them.

Campuses absent from Epoch's dataset do not count, however large. All countries eligible.

Metric

Epoch's IT power (MW) field, at the value effective 31 December 2027. Timeline steps Epoch dates after that day do not count, even by one day. Announced phases, un-energized shells, and signed power agreements do not count.

Attribution ladder

Apply in order, stop at the first hit:

1. Epoch's User field — highest-confidence entry (confident > likely > speculative); if tied, first listed.

2. Epoch's Owner field, same tie-break, if User is blank.

3. Other, if both are blank.

A speculative tag still attributes; only a blank field falls through. Chip ownership, chip design, land ownership, financing, and construction are irrelevant.

Snapshot

The Epoch dataset version live at 23:59 UTC on 31 January 2028, giving Epoch a month to finalize end-December estimates. Later revisions do not reopen resolution.

Tie-break

If the top two campuses are within 5% on Epoch IT power, resolve by the SemiAnalysis Datacenter Model; if unavailable or also within 5%, by Epoch compute capacity in H100-equivalents.
