Resolution Criteria
This market resolves YES if Tô Lâm becomes president of Vietnam while also serving as General Secretary of the Communist Party. Resolution will be determined by official announcements from the Vietnamese National Assembly or Communist Party of Vietnam regarding presidential elections or appointments. The president is elected by the National Assembly of Vietnam from its delegates, with candidates nominated by the Central Committee of the Communist Party of Vietnam.
Background
Tô Lâm has served as the general secretary of the Communist Party of Vietnam since August 2024 and was the 13th president of Vietnam from May to October 2024. On 23 January 2026, Lâm was reelected to the General Secretaryship by the 14th National Party Congress. Lâm is currently seeking to become president, with a decision on that position expected to be announced later. The president is generally considered to hold the second-highest position in the political system, practically after the general secretary of the Communist Party of Vietnam.
Considerations
Lâm wants to merge the jobs of general secretary and president, as China's Xi Jinping has done, in part to help hasten his reforms. Four persons have served concurrently as head of both the party and state: Hồ Chí Minh (1951–1969), Trường Chinh (1986), Nguyễn Phú Trọng (2018–2021), and Tô Lâm (2024). A four-person collective leadership is responsible for governing Vietnam, unofficially referred to as the four pillars, which is instrumented to avoid consolidating too much power into a single position.
