A split-rate property tax is a property tax with separate tax rates for land and buildings. Typically, split rate property taxes are deployed in order to set a higher tax rate on land than on buildings (a Georgist Land Value Tax can be considered a subset of a split-rate property tax where the building tax rate is 0%).
This market resolves YES if the Texas State Legislature commissions a study on split-rate property tax any time before 2025. They don't have to actually have the study delivered before that deadline, just commission one.
