Context: There's a movement to get a bunch of conservative counties in Oregon to become part of Idaho instead.

This market resolves YES if Idaho's borders expand before 2025, and the expansion comes from at least one of the listed counties leaving Oregon and joining Idaho.

Small changes to state boundaries are more common than I thought (Territorial evolution of the United States - Wikipedia), with the most recent change in 2017. But as far as I can tell, entire counties haven't changed state since West Virginia in 1863.
