There is a brewing scandal after 23(!) Chinese swimmers tested positive for a banned substance but WADA accepted a Chinese investigation that found the athletes weren't at fault, and they competed at the games.

Resolves YES if three or more are stripped (for any reason but presumably doping) before the 2028 Olympics. Resolves NO otherwise.
