The UK's NICE (National Institute for Clinical Excellence) perform large literature reviews and recommend the standard of care for NHS hospitals.

In cases where NICE are not sure the optimal protocol, they could recommend randomisation to a few sensible candidates. On their end, this would be a simple CRUD app and would be very similar to the RECOVERY trial.
