Will resolve if he threatens publicly and/or on the record in any interview that he wants to, is considering or thinking about moving the Olympics out of LA. Does not need to actually move it or make any affirmative actions to do so, threat is enough. A response to a legitimate crisis right before the event at the request of those involved will not count (e g. An earthquake happens the week before and LA mayor requests help to move it). Will resolve "no" if no threat made before opening ceremonies.
