Background

As of December 2025, there were no statewide breed specific laws in the United States. Anti-BSL laws have been passed in 21 of the 50 state-level governments, prohibiting or restricting the ability of jurisdictions within those states to enact or enforce breed-specific legislation. Approximately 900 cities and counties across America maintain some form of breed-specific legislation, but these are local ordinances rather than statewide bans. Over time, several states have moved away from breed-specific laws and shifted towards more inclusive and effective dog regulations.
