The kill switch could either shut down the car while running, or prevent it from starting. It must work from at least 100 meters away.
It must be mandated in at least some cars, like "all new cars within a certain price range". Doesn't need to be all of them.
At least some law enforcement must have access to it. Could be restricted to only the FBI or whatever.
