Are there any plans to create markets for the Nebraska Congressional Districts (and/or Maine CDs)?

@MickBransfield I can if people want, but given how little interest there's been so far in the state-by-state presidential election markets, I'm skeptical there'd be much demand.

@IsaacKing I agree there will be little to no activity for the next 12 months, but then it should pick up considerably. Plus uniformity in question wording and resolution across '24 presidential markets does have value.
