This market resolves YES if Binance makes an official public announcement (via their official X account @binance, official blog, or verified press release) stating that crypto withdrawals have resumed (even partially or for a limited set of users) before November 1, 2026, 12:36 UTC (48 hours from the original suspension announcement on October 30, 2026).

It resolves NO if no such announcement is made by that time, or if withdrawals are extended beyond the 48-hour window without an official resumption announcement.
