I think NO is the logical choice as the US did not win the most, unless it’s possible to mark as unresolved and return the mana.

and then resolve at 50% after the fact?

It is possible, you can ping the mods (@ + mods) to ask them to N/A a question

I think N/As are generally discouraged unless there’s good reason to use them. So the proper guidance is probably “pick a resolution”. But also mods are fairly lenient and would probably allow you to N/A anyways if you ask
