This reports that in an interview on the 26th, Ed Kelce said "Travis actually did the proposal, oh, maybe two weeks, not quite two weeks ago". Two weeks before the 26th would be the 12th. I think it's more likely than not to have been the 13th. Not sure when we'll find out.

Kelce told me he was at the Eagles' open practice two weeks earlier on Sunday August 10th when he got a FaceTime call from the happy couple. "As soon as I saw the FaceTime and I saw it was Travis and then I saw Taylor there with him, I knew what they were going to say."

it seems unlikely that it was planned for the 13th if "he was going to put it off", BUT there is still a chance it was the 13th.
If it's not confirmed, I guess I can N/A, but you have to imagine they will share the date eventually..
