Fine print: On November 1st I will check the price of 9mm Luger on Ammoseek.com. I will try to do this as close to midnight as I can, but since I work night shift there is a possibility that I might be delayed a few hours. If someone else wants to take responsibility for checking Ammoseek and can commit to a particular time, let me know in the comments.
Option will be resolved by checking the price per round of the 5th cheapest 9mm Luger package, when measured in cost per round. Shipping and handling will not be factored into price. No special options will be selected, with the exception of excluding blank rounds (this option is selected by default on Ammoseek).

Why 5th cheapest package, instead of the 1st cheapest? Because the price of the 5th cheapest package is generally more stable than the 1st cheapest, and better reflects the state of the market overall. By excluding the first 4 entries, we can reduce influence of low-flying outliers.
If Ammoseek is down when it's time to resolve, option will resolve whenever it comes back online. If Ammoseek is still down on November 3rd, resolves as N/A.
