Judging by the description, the homeland of NCR is a developed city, not inferior to pre-war cities.

Given the war with the Brotherhood of Steel, during which a large number of bunkers were destroyed, it can be argued that there is no brotherhood left near Los Santos. Thus, the "Brotherhood of Steel" shown in the trailer should have come from another place.
