Will any "minnows" hold more than 40,000 NO shares at market close?

Whales vs Minnows market:

At the time of posting this market, there are four users on the NO side with more than 40,000 shares. This is against the interests of team NO because it lowers the value of the market and makes it easier for the "whales" to buy shares.

The purpose of this market is to create incentives for the four "big minnows" to sell some NO and move to a more modest position, thus increasing the chances of NO winning the market overall. If anybody on the NO side of the main market wants to help incentivise this, bet YES on this market. Hopefully the "big minnows" will see it and make some mana by buying NO on this market and selling some of their massive NO positions on the main market.

I don't really expect this market to work, but that should mean that buying YES on this market is free money. If anybody fancies subsidising this market to incentivise the "big minnows" to buy NO, that would increase its chances of working.

(I'm aware there's a coordination problem between the four "big minnows", as one might sell their shares down below 40,000, buy NO on this market, but still lose this market because their peers don't do the same. Open to ideas for how to solve this. Maybe more markets like this one targeted at individual "big minnows"? Or more markets like this one with different cut offs? I've gone for 40,000 fairly arbitrarily as a maybe-achievable goal. Similar markets to this one both higher and lower might be worthwhile.)
