Resolves YES, to all who are in the Makuuchi division for the November 2023 Kyusyhu banzuke, with equal weight. Everyone else resolves NO.

I'm going to try to set it to close about 1 day before the banzuke comes out. The promotions from Juryo to Makuuchi will be known before that point but there could be questions regarding who will be demoted.
