Just to clarify @EdwardShepard, clouds sufficient to block out the whole eclipse but with blue patches in the sky elsewhere is a NO? The sky must be completely cloudy for a YES? And only the clouds at the time of the eclipse matter, right, if it's completely cloudy then, but (fully or partly) blue skies earlier or later that's a YES?
