BACKGROUND
Official information about Proposition 37 for the November 2026 California General Election can (currently) be found here:
https://voterguide.sos.ca.gov/propositions/37/
and unofficial information can be found on the Ballotpedia page here:
The measure, among other things, authorizes, but does not require, the California Housing Finance Agency (CalHFA) to issue up to $25 billion in bonds to fund down payment assistance loans.
This market questions whether at least half that amount will be issued.
RESOLUTION CRITERIA
This market resolves YES if and only if all four of the following events occur:
1. Proposition 37 passes and becomes law in the November 2026 California General Election
2. CalHFA successfully issues at least $12.5 billion in Prop 37 down payment assistance "middle-class home ownership loans", before January 1, 2031
3. CalHFA successfully issues at least $12.5 billion in bonds backed by Prop 37 loans, before January 1, 2031
4. CalHFA publishes, before July 1, 2031, official documentation that demonstrates that those loans and bonds had been successfully issued before January 1, 2031
and resolves NO otherwise.
