The "Welcome to Cleveland" sign is a message painted on a rooftop in Milwaukee (Wisconsin, USA), visible to passengers arriving at Milwaukee Mitchell International Airport (MKE).

I was not able to spot the sign on a trip to Milwaukee last year, but I am planning to make a similar trip later this year. Will I spot it then?

If I see the sign upon arrival into MKE at any point in 2023 (using local time), then this question resolves to YES. If I fly into MKE and never see the sign on arrival, then this question resolves to NO. If I do not fly into MKE in 2023 (using local time), then this question resolves to N/A.

I may provide liquidity subsidies but will not otherwise trade in this question.

This will likely resolve to N/A: For a few different reasons I'm planning to fly into Chicago and take other modes of transportation to Milwaukee.
