Looks like the proposed rule is to require background checks for private sales made online, and require "anyone who earns a profit from selling firearms to obtain a federal license and conduct background checks," for sellers above a threshold of firearms sold per year, which is mentioned in the article as less than five: From NYT: https://archive.is/D7Aap

If one needs to obtain a federal license to sell firearms for a profit, that would count as eliminating private sales in my book, but if it is acceptable to sell two firearms per year without a permit, that would not.

@brp TBH I don't think even requiring a reasonably cheap "I intend to sell guns" registration or even reporting sales or background checks if they're instant is ELIMINATING PRIVATE SALES
