A gradual rollout counts once public customers can use the model by the deadline. NO examples: rumors, leaks, benchmark labels, internal codenames, safety cards without public model access, or a model with different branding such as GPT-6, GPT-5.5, GPT-5.5 Instant, GPT-5.5 Pro, an o-series model, or a Codex-only name that does not include GPT-5.6.
