A demo, script preview, artbook excerpt, trailer, store placeholder, preorder page, or announcement without a playable public release does not count. If Phase 2 is bundled with a larger Ciconia/When They Cry release, it counts only if the Phase 2 story content itself is publicly playable/readable.
