This resolves YES if on 2030-12-31, for at least 50% of stocks traded on NYSE, there is an ERC-20 token on the L1 Ethereum mainnet which tracks the price of that stock.

It is ok if there is some kind of blacklist which prevents some accounts from trading the token, but it should be possible for a new Ethereum account to receive and send the token.
