I personally think its Ryuma, the God of the Blade, since he is being portrayed as one of the strongest characters to exist. But Rocks' feats far-surpass those with him fight roger and garp, killing an admiral. It depends if you think narratives/portrayal or Feats are more important towards a characters strength showed.
