did someone affiliated with reddit say this was a good idea or something?

 I don't remember where, but I do remember the idea being floated somewhere 

 removes the ability for users to downvote replies to posts, or the posts themselves. 

If removing downvotes on posts, but keeping on comments- still resolves YES 

If removed on comments, but still allowed on posts- still resolves YES

If there is a subreddit setting to enable the subreddit to re-enable downvotes- resolves NO
