1. What counts as "fighting"?
- Clashes between organized armed groups using military weapons (Automatic rifles, machine guns, rockets, armored vehicles, etc.).
- Example: Prigozhin’s 2023 rebellion in Rostov (seizing military sites, clashes with border guards).
- Does NOT count:
- Terrorist attacks targeting civilians (e.g., Crocus City Hall).
- Arson, sabotage, or protests **unless** the group:
• Publicly declares political/military goals and
• Attacks military/police/state targets with weapons.
2. Who counts as "sides"?
Any organized armed group: armies (e.g., Russian, Ukrainian, NATO), PMCs, rebels, extremists, etc. Even aliens if they fit the criteria.
3. What matters?
Only the fact of armed clashes (not who wins, controls territory, or political outcomes).
4. City boundaries?
St. Petersburg’s official borders at the time the question was posted will be used. Leningrad oblast region do not count.
5. Conflicting reports?
If sources disagree (e.g., "clashes happened" vs. "no clashes"), the answer will depend on credible evidence (videos, official reports, eyewitnesses). If unclear, I will judge based on the information I can gather on site
6. Unclear cases?
