Why have the additional clause about returning funds?

There are a few key risks with this project:

They must locate a willing host country in a desirable area
They must secure sufficient funding for the first phase of development
People have to want to move there and deal with the constant construction for likely many years

I hope they succeed, but it will be an uphill battle.
