If users are only allowed to withdraw their partial balance (after subtracting normal withdrawing fee), this market also resolves YES.
Resolves NO otherwise.

Background: PredictIt was ordered by the CFTC to shut down all markets by Feb 15, 2023. However, on January 26 an appeals court granted an injunction allowing PredictIt to continue to operate while a court case is considered.
