@JustinThein, for simplicity’s sake it will resolve no. Milton must be at least cat 4 at the 11 pm report from NOAA/NHC. If there’s one at 12 am, we’ll resolve based on that report.
@JamesBaker3, That’s a fair point. I actually got the date wrong. I meant the question to be focused on rapid intensification so I really meant cat 4 by midnight tonight. Looks like this question will be moot anyway.
How do they measure that - is it any one wind measurement, or does the wind need to sustain for a certain number of minutes? I assume there's some official declaration from a gov source?
@Akahst Often "a blend" of several data points depending what is available and how reliable they usually are.
Some are adjusted to near sea level. Aims for 1 min average so not a short gust.
