"the new Harry Potter game:" Given the context of when the market was created, this almost certainly means Hogwarts Legacy.
No review source is listed: I will check Metacritic, since it aggregates reviews from a bunch of different sources; I'll use the rating given to the PC version, and it'll be clear why in a moment. The wording of the question also seems like how Steam reviews are presented, so I'll check that too. If the average of [percent of Metacritic reviews of the PC version that are positive] and [percent of Steam reviews that are positive] is at least 70%, this resolves YES. I believe that's a clear proxy for "70% of critics and 70% of players enjoyed this game."
Metacritic: 19/22 critic reviews are positive, or ~86%
Steam: 92% of user reviews are positive.
Average = 89% > 70%.
The percentage of positive user reviews on Metacritic for PC is also above 70% (72%), as are the Metacritic user and critic scores on PS5 and Xbox Series X.
