Will there be measurable snowfall in Atlanta, GA before Jan 1 2024?
To confirm I will use NOWData on https://www.weather.gov/wrh/climate?wfo=ffc and select the Atlanta Hartsfield-Jackson airport(listed as Atlanta Hartsfie, GA) for the location. Here's the results from 2000-2023
The blanks mean there was no measurable snow that year. You can see other previous first snow dates by selecting "First/Last dates" as the product, "Snowfall" for the criteria, and adjusting the year range.

With the switch from La Nina last winter to El Nino this summer, it could easily be predicted that this winter will be one of the coldest winter's Atlanta has experienced in the last 10 years, however, based on Atlanta News First, December is predicted to be mostly rainy, chilly and gray days, while january and february is predicted to be snowy months for Atlanta. In addiction, I also checked Trip Traveling Guide, and according to their website "the best chances for snow will occur in late january and mid-February" and this prediction was made based on the Old Farmer's Almanac. Therefore, based on both sites and the switch from La Nina to EL Nino, i do predict that this winter will be the coldest for Atlanta, however they won't see snow until january and february.
